Because watching old episodes today, Kenpachi made it fairly clear after Ichigo defeated ikkaku that if he couldn't beat atleast a Lieutenant next then he isn't worth fighting, besides the obvious fact Ikkaku isn't a Lieutenant, I still say Yachiru is possibly stronger than him.

I'd say Lisa Yadorimaru previous lieutenant of Eighth Division under Captain Kyouraku and Hiyori Sarugaki previous lieutenant of Twelfth Division under Captain Urahara.

Although Mashiro Kuna previous lieutenant of Ninth Division under Captain Kensei Muguruma, is still quite strong and lets not forget Hachigen Ashoda previous lieutenant of the Kido Corps. under Captain Tessai Tsukabishi.

As for the strongest Lieutenant, I would have to go with Hisagi and Hinamori. Hinamori's kidou skills seem to be far above average and Hisagi's shikai and overall abilities are pretty high. Renji depends far too much on Bankai and Matsumoto isnt too impressive. seal release to defeat a fraccion.

Yachiru is questionable, as we haven't seen her fight at all (sucking on Ikkaku's head doesn't exactly count. ¬¬), but if she's the youngest, smallest member of the guard and strong enough to be Kenpachi's lieutenant, she could be a candidate.

I'd probably go for either Hisagi or Renji next. I agree with Hellcats on Hisagi's shikai being powerful, but Renji has mastered Bankai. No other lieutenant has, as far as we know.
