What's a good program,site,etc. to make a Siggy?

I was wondering if somebody could tell me what they use to make Siggys.I want to try making my own siggy.Somebody please help me! D=

Yeah I use that too but I was wondering how people but those backgrounds and stuff on there signatures

I get almost all my renders at planetrenders.net and deviantart for brushes and such. I use gimp myself. Its not as good as photoshop but free.
